Sarah Bloomquist (she/her) is the Program Manager at ASTM International’s ASCET Center of Excellence, having joined the organization in July 2025. In her current role, Sarah is responsible for building the systems and processes that support the launch and execution of new programs and projects. She coordinates across industry, government, and academic stakeholders to advance U.S. engagement in international standardization for Critical and Emerging Technologies (CETs), including Artificial Intelligence (AI), Biotechnology, Quantum Technology, and Semiconductors and Microelectronics. Her work emphasizes creating durable frameworks that enable collaboration and position the Center to deliver meaningful, long-term impact.
With over a decade of experience driving collaborations across sustainability, standards, and technical sectors, Sarah specializes in establishing new initiatives, building strategic partnerships, and guiding complex, multi-stakeholder projects. Her expertise includes standards development, circular economy practices, strategic stakeholder engagement, partnership management, and program execution. She thrives at the intersection of technical expertise and strategic opportunity, advancing innovation through inclusive and systems-focused approaches.
Prior to joining ASTM International, Sarah worked across industry and nonprofit sectors to advance sustainability and technical standards. She served as Director of Public Affairs, North America (Recycling & Circular Economy) at TOMRA, where she led public affairs strategy, influenced policy, and launched a white paper in partnership with the Ellen MacArthur Foundation on Extended Producer Responsibility (EPR). She was previously a Senior Account Manager in Smart Cities at Rubicon Technologies, advising municipalities on data-driven waste and recycling strategies.
At the American National Standards Institute (ANSI), Sarah managed national coordinating bodies for emerging technologies, including unmanned aircraft systems and additive manufacturing, fostering collaboration between federal agencies, industry leaders, and academia. Earlier in her career at ASCAP, she worked as Project Manager in Operations, where she implemented enterprise-wide process improvements, large-scale IT solutions, and the organization’s first sustainability initiatives.
Sarah holds a Master of Science in Urban Sustainability from the City College of New York, a Master of Arts in International Business from Grenoble École de Management in France, and a Bachelor of Arts in Organizational Studies from the University of Michigan. She is a certified Project Management Professional (PMP).

- Developed “EPR Unpacked: A Policy Framework for a Circular Economy” (TOMRA, 2022), launched in partnership with the Ellen MacArthur Foundation.
