ASCET Maps Quantum Standardization Landscape, Identifies U.S. Gaps to Sustain U.S. Leadership

CONSHOHOCKEN, Pa., April 21, 2026 — The ASCET Center of Excellence has released an environmental scan that maps the current quantum standardization landscape — spanning computing, communications, sensing, and measurement — and identifies the pre-standardization gaps most consequential to sustained U.S. leadership in the field.

ASCET’s quantum technologies scan comes shortly after publishing an Insights Brief targeting critical standardization gaps in quantum technologies. The scan delves more deeply into these gaps, synthesizing publicly available standards databases, strategic documents, and input from government, industry, and academia.

The scan assesses quantum standardization at all levels by:

  • Identifying key quantum stakeholders and their current roles, including industry leaders, national laboratories, and federally funded R&D centers
  • Mapping existing quantum standards and standardization activity, including current roadmaps and strategy documents
  • Assessing gaps in quantum standardization, including deployment challenges in areas ranging from communication to computing
  • Summarizing ongoing quantum standardization efforts, including active working groups, draft standards, consortia, and public-private partnerships

“Quantum is at the inflection point where pre-standardization activity—testbed development, benchmarking, reproducibility—will determine whether formal standards arrive in time to support U.S. competitiveness,” says Mohsen Seifi, Ph.D. ASTM vice president and principal investigator for ASCET. “This scan gives stakeholders a shared map of where that work is happening, where it isn’t, and where coordinated action is most consequential.”

The report details many opportunities to focus and refine quantum standardization efforts, such as establishing quality management approaches, reducing fragmentation through coordinating international efforts, introducing modular, application-oriented benchmarking frameworks.

The newly published scan is the second in a series of four scans, covering each of ASCET’s four critical and emerging technologies: AI, quantum technologies, biotechnology, and semiconductors and microelectronics.
